Why do they not make regular clothes that are waterproof?

To make something waterproof would mean also not being very breathable, especially with no breathable layer between it and the body, so not very comfortable to wear for long whiles. Clothes getting wet isn’t such a major issue to require such drastic negatives to solve only a very occasional benefit. Then there are additional issues like washing clothes.

Waterproof also means sweatproof. I dunno about you, but when I wear latex or other rubber gloves in a warm environment, it’s really unpleasant how sweat just builds up in there.

Many/most/all washing machines recommend not washing waterproof clothing in them. So there’s one reason.

What do you mean? Clothes that keep water from touching your skin? Those couldn’t really seal around your beltline, collar, or ankles, so you still get wet.

Some combo of price/comfort, I’m assuming. Cheap waterproof materials don’t breath and can be horribly uncomfortable to wear, and breathable waterproof materials can be very expensive, not to mention the waterproof functionality usually wears off after a certain amount of use. I feel like it would either be too expensive or too uncomfortable if every day clothes were waterproof

They do. But most waterproof materials are also not very breathable so you wouldn’t want to wear them for a long time. There are some exceptions like Gore-Tex but they’re too expensive for most clothes.
