Why do they not make regular clothes that are waterproof?

Some combo of price/comfort, I’m assuming. Cheap waterproof materials don’t breath and can be horribly uncomfortable to wear, and breathable waterproof materials can be very expensive, not to mention the waterproof functionality usually wears off after a certain amount of use. I feel like it would either be too expensive or too uncomfortable if every day clothes were waterproof
