Why do TV screens not look different seen from varying angles, unlike PC monitors?

To the extent that this is true, TVs are designed to be viewed by multiple people at a wide range of angles. Computer monitors are designed to be viewed by just one person sitting in front of them. As such, the LCD panels used for TVs are generally chosen to be types that have a wider viewing angle. Sometimes they use techniques to widen the angle, even at the cost of reducing the contrast ratio and brightness. With LCDs there’s a trade-off between image quality and viewing angle.
