Why do Venezuelan passport holders have visa free access to most of EU and SE Asia?

I was under the impression that low income, corruption, and economic crisis brought down the power of a passport.

I would guess that the reason is there has not been a problem with Venezuelan citizens staying illegally in EU and southeast Asia for it to be a problem.

I look like a lot of Latin American countries started to require Venezuelans to have a visa in 2017 because they did travel and stay there illegally. I would assume EU would do the same if that happened there too

A possible explanation is the Venezuelans that have a huge economic problem and might illegally travel and stay there simply do not have enough money to do so. The ones that have money to get there will not stay there.
