Why do videos have to buffer when you rewind on media players(eg YouTube)

If I watch to 1:20 in then click back to 1:00 the video will load, but if I’ve already watched that part wouldn’t it be “stored” on my side of the browser?

Videos use a ton of storage. A 30 minute 4K video can be multiple *gigabytes* in size, and your browser isn’t going to let a single site use that much memory/disk space. So only small chunks of the video are stored in the buffer, and thrown away when you have watched it.
