But seriously, it’s just static electricity. You are building up a charge as you walk around, especially in winter when the air is dry and people wear insulators like boots and sweaters.

So everyone is walking around building up a small charge with respect to the ground, and when two people touch, their charges equalize by electrons jumping form one person to the next until both people are at the same potential “charge”
