So not everyone experiences this. The current theory is that people who get chills or goosebumps when listening to music have a denser volume of fibers connecting the auditory part of their brain to the parts that experience emotion. Having a more dense fiber group makes the auditory and emotional pathways more efficient meaning that when the music tickles this part of your brain, it’s also tickling your emotions directly.
