why do we leave bay leaves whole and pick them out after cooking when all other spices are ground down to powder?

TIL Bay Leaves aren’t poisonous. My Mom used to tell us kids that they were okay to add for flavor but you can’t eat them because they were “toxic”. It never made much sense to me but I believed it up until this point. Maybe she just didn’t want us to choke.
