Why do we reference centuries a step ahead of the year? For example 1900s – 20th Century?

Why not 20th Century being 2000- 2999?

When a baby is born they are technically zero years old. The time between their birth and their first birthday is their first year. The time between their first birthday and second is their second year. Same thing for centuries.
