The roughing mill works to reduce the material by a certain amount, usually by applying a controlled force to it over several passes.
The sizing mill/press is a more rigid machine that applies however much force is need to make the material a certain thickness. This might mean more pressure in high spots and less in low spots. The input material has to be pretty close to the right thickness (on the high side). More passes isn’t a thing in a sizing press.
