why do we use the air recirculation button for AC but not for heat.

Why do we use the air recirculation for the summertime AC in the car. Then, in the wintertime, we don’t use that button?

In summer it stops hot air getting in after you just spent extra fuel powering the cooling system.
Leaving it on in winter leads to humidity build-up and a foggy windscreen.
