Paper towels for consumers are intented for use in the kitchen. Therefore paper towels are lightly oiled to get better contact with greasy and oily material. Not to leave stains with lightly oiled paper towels is near impossible.
To use toilet paper in not very practical for larger surfaces. At the end you have to choose between newspapers and lint-free towels.
