Speaking from personal experience here. I guess I don’t understand the nature of moisture and garbage bag plastic. A bag full of old clothes got wet over a week ago. It got wet because a washed mattress protector was hung on a clothesline that was directly above the garbage bag…the mattress protector was sopping wet, so it dripped onto the garbage bag below.
The wet garbage bag was placed near my furnace (I realize now this is not safe, so bad idea on my part) for over 1 week…a furnace which is emitting lots of heat lately….but over 1 week later and the garbage bag still has water on top of it and a shirt inside of it even has a damp spot. Why?

The bag traps any water that may have leaked out and evaporated. It also captures any water that evaporates. The water has no where to go, but back in the clothes.
Normally, it would evaporate into the surrounding air.
