Your hands have a thicker layer of dead skin than your face – think of how pruning occurs on the fingertips whereas your face doesn’t get wrinkly in water. This dead skin is better able to absorb liquids (and whatever it’s carrying, like dyes), and when it dries out, the dyes will be ‘locked in’ to the dead skin cells hence the colour stays.
Edit: it’s similar to how a smoker’s fingers turn yellow after a while, but their lips don’t. On the flip side, it’s why your face is more sensitive to touch than your hands – especially the palm side.
