even if I soak dingy white Ts in straight bleach, they don’t go back to bright white.

Bright white isn’t the natural color of the fabric. Bleaching it (stripping color) won’t add the color back.
You need bluing for it to appear bright white. Default bleach white is very slightly yellow, which doesn’t look “bright” to human eyes. Blue-white is the most intense white.
