TVs are a refreshed display, exploiting a feature of the eye called persistence of vision. Your camera is probably also a scanned device, and if they are not exactly in sync there will be some artifacts.

Cameras can pick up forms of light that the naked human eye cannot. In contrast, cameras don’t have accurate depth perception due to a lack of binocular cues. Cameras also pick up glare way more.
