It says “as the title says” but do you mean like putting ice on something or doing an easy workout after the end of a harder one like walking/jogging after a hard run?

I’m not sure it does, certainly that is not the typical justification. Cooling down aids recovery by sorting out you blood pressure and flushing lactate out of your muscles. This reduces soreness, and allows for subsequent training sessions sooner afterwards.

Warming up is the important step for injury prevention.
