Genes are built like a Jenga tower. You take out enough pieces over the years through mutations and the tower will collapse and cause cancer.

When a person is exposed to radiation, the radiation takes out a lot of pieces from a lot of Jenga towers. What left standing will continue to mutate over the years and eventually collapse and turn cancerous.

Radiation just quickens the process.
