why does filling a cotton bag of water soak the entire bag, but filling a plastic bag full of water only soaks the inside and not the outside?

There are spaces between individual threads of cotton. Plastic is just a singular sheet.
You may as well ask why the water is soaking through the fabric of your shirt, but doesn’t soak through the bottom of a bowl.
