Why does Google always show that there are way more results on a search than there actually are?

Google says that this got 22 billion results, but there are only about 260 results.

It is inefficient to get all the 260 results at once when you just show one page at the time. So Google will just show the first results from the index and then guess how many results there would have been. But if you try to look into the later pages it turns out that most of the results are filtered due to being of extremely low reputation, spam sites, duplicates of other results, etc.

But it is also shown that people like getting many search results even though they almost never go past the first page and never goes past page 10. So Google is actually lying to you and deliberately overestimate how many results there are in order to make you respond better.
