It’s got more energy in it. You have to raise the thermal energy of hot water less than cold water to boil it because there is already more energy in it. Imagine it like filling two bags of popcorn at the same rate although one is already half full, the half full one will be filled more rapidly.

Cold water heats up at a faster rate

Hot water heats up at a slower rate

However, hot water will still boil faster than cold water when supplied with the same energy

already answered below, but i thought I’d mention that for cooking or human consumption it is safer/recommended to boil water from the cold tap as it will likely have less lead and chemicals in it than water from the hot tap.
