Why does humidity make temperature feel hot, but restaurants use misters to cool the patrons?

I live in a town with a lot of humidity in summer. I perspire a lot, but restaurants around here have misters outdoors to “cool things down”. How does that work? How can adding more humidity make the heat more tolerable?

One thing not mentioned. Technically misters in a humid environment can work by inducing a convection current. If its blowing cold mist into the air and the air is already near max humidity, this additional humidity will condense on the walls/floor, and may induce a wind current. You are also replacing the warm humidity with cooler humidity, so it won’t feel as hot.
