Why does it hail during spring and summer but not during the winter?

Like it’s +8°C here and we are getting tiny pellets of hail but during winters it’s just light and fluffy snow. Why would it form iceballs in warmer weather but not when it’s like -20°C

When it’s cold there isn’t enough updraft to keep the droplets accumulating ice (forming balls) before the fall

 That’s why in winter we get sleet but not hail
