Drinking milk after eating some cookies or a piece of cake really hits the spot. Why is that?

Is it cultural thing that people are conditioned to enjoy at l as they grow up?
For example no one really has milk and biscuits here, a cup of tea and some biscuits is much better.
Likewise rootbeer seems to be liked in the US but tastes exactly the same as the mouthwash dentists use. As a result it doesn’t have a market here.
