In general, the closer you are when the person throws a punch, your block will prevent their arm from being fully extended. And the closer the distance you are to the puncher, the less torque and weight is generated. So, it reduces the strength of the punch.

However, It can also have the opposite effect. If you are going towards a punch, and your timing is off, you can get hit with a counter punch. Your weight going into the punch plus their fist with their weight hitting your face can hurt you a lot.

Something like that. There is more to it than my explanation, but that is the jist of it.
