Why does ND have electric Co-Ops, but places such as CA have private companies?

yo that’s kinda wild. i guess it’s about who’s runnin the show. co-ops are like local squad goals while private ones just wanna cash in. guess it’s all about the vibe of the place. either way at least peeps are gettin power in both places.
