Because you need your pivot end to go in first. Then the other end needs to be able to swing in, which requires the ability to turn & steer those wheels.

Only the front end can swing, because only the front wheels turn.

If the back wheels had a steering wheel and could turn, then either end could swing, and either end could pivot. But since only the front wheels turn, only the front can swing, and only the back can be made to pivot. Therefore, the back has to go in first, so that it can become the pivot point for the front end to swing around.
