Why does population decline considered as a bad thing?

It is not per say, but economically it is catastrophic because your pool of workers and most importantly customers is decreasing. Also, you might loose political power, as you end up with less potential soldiers. There are advantages of having less population, from an environmental and social perspective, of course. Less people means less people using hospitals and schools, that need less services and infrastructure.
