Why does shipping a small item from the U.S. to Europe cost upwards of $15, but shipping that same item from Europe to the U.S. only costs €4?

Import taxes. Anything traveling internationally has to have import fees and taxes paid. Importing into the EU simply has higher taxes and fees than the US.
