Why does straining bicep muscles make them stronger, but straining eye muscles make them weaker?

Eye muscles don’t become weaker when you strain them. They just become tired/strained. Why would you think that they become weaker?

There are actually exercises for eyes designed to improve the muscles, when I was a kid I had a lazy right eye and I was given a set of cards to focus on at different distances for eye exercises to fix the lazy eye and they worked.

Working muscles do strengthen them involves doing enough work to create microtears that get repaired. Over longer times, this results in the strengthening of muscles. However just working them doesn’t do anything to strengthen them, it just makes you tired. Straining your eyes works much like that, as some other comments have mentioned. They do work, but not necessarily beneficial/developmental work.
