Why does taking a picture of a computer screen with my phone always look terrible?

There are two things going on.
Your camera sensor is made up of blocks that are very small, called pixels, so is your monitor, one captures and one produces, when they don’t line up perfectly, which is never, you get artifacts from the approximation of a pixel to another pixel.
Then, there’s syncing, screens refresh their image at usually 60hz, cameras refresh the sensor, usually at a shutter speed, the SS is modified to expose the image right, but that can be out of sync. Anti-banding is a feature on your camera app that handles this mostly.
This doesn’t happen with mechanical shutters.
