Do you mean when the number is called?

This would be because each number has a specific tone. If you still have a landline, the tones tell the routing machines/software what number you are calling. This may be different with cell phones, I just don’t know, but it will be kept for backwards compatibility.

Do you mean while you’re typing the number or after pressing the button to make the call?

If it’s while you’re typing the number: https://en.wikipedia.org/wiki/Dual-tone_multi-frequency_signaling

If it’s after initiating a call, it is probably related to the receiving phone provider.
