Evolution is a sieve for being more fit to survive particular circumstances than other organisms. There’s no evolutionary pressure for the brain to feel pain. Almost every circumstance where the brain would feel pain that would be an evolutionary pressure is handled by the skull and accompanying blood vessels’ ability to feel pain already. If the brain is damaged in a way that doesn’t cause pain to any other body part, the organism is typically already dead.
