Why does the face and scalp produce so much oil in comparison to the rest of the body?

Does it have to do with the amount movement our facial skin has to put up with? If so why aren’t our hands and similar body parts just as oily?

A small part of it has to do with us touching our faces and hair.
Bigger part is that we have different sweat glands in our scalp and on our face.
