Why does wind feel “cold” even if the air around is very warm

Surely the combined air molecules that are hitting your skin have the same temperature and possibly even more due to the increased kinetic energy?

There’s actually a thin layer of air surrounding your body that’s roughly body temperature (98 F). As long as the wind is lower temperature than that, then it’s still replacing the air around your skin with even colder air. On the other hand, if the wind is higher temperature than that then it’ll feel hotter than no wind
