Why doesn’t every streaming service have public domain movies?

Since there wouldn’t be any cost associated with getting rights for streaming, why can’t I boot up Nosferatu on whatever platform I happen to be on? To me it seems like the cheapest, easiest thing to do to upload a collection of the most famous public domain movies as a matter of course when setting up a streamer. Is there a specific reason why it mostly isn’t done?

It’s probably not a huge draw for subscribers. I presume Plex has all of the public domain movies, it certainly has quite a lot of ‘cheap’ content supported by ads and some of it is pretty good.

I suspect a great deal of the old material will never be provided by today’s distributors and streamers because they employ racial/ethnic/gender stereotypes that are in conflict with most people’s current views. There would be rioting in the streets if somebody streamed *Birth of a Nation.*

Two reasons:

1) It still costs money to serve

2) It makes the rest of their content looks worse.

How does hosting something everyone can already get for free make them money? It doesn’t so they don’t. Hosting a stream isn’t free
