why don’t dam operators dredge in the dam lake during dry spells (or times when the water levels are too low) to expand the dam’s water capacity?

Increasing the depth increases the water forces on the dam itself. It was likely built with a factor of safety based on as is condition. You’d have to strengthen the levee.
