Why don’t desktops and laptops have HDMI-CEC?

It seems like a no-brainer to include the capability to automatically turn your display on or off with your computer. Is it an operating system limitation? Is there some kind of licensing fee or something?

It’s a hardware decision. Both NVidia and ATI/AMD have declared that they have no intention to support it.

Adding the protocol over the pins is simple enough, and doesn’t require a license or anything. The two companies have simply declared that they won’t do it on desktop boards. They’ll do it for systems like video game consoles, but not consumer desktops.
