why every car these days doesn’t come with built in dash cam technology

Same reason police object to body cams.
People want to have control over what is recorded.
They don’t want videos of them going on racist rants, breaking laws, or having sex in their vehicles getting onto the internet because the car has some kind of auto upload feature connected to a integrated dash cam.
There is also concerns such a thing would become a requirement by auto insurance agencies.
