Not allowed directly in many countries due to privacy issues. In Germany only a Loop of 15 Seconds or situation-dependent recording IS allowed. But this Changes as courts rule different.

Probably because the average price of a new car has already ballooned up to $50,000.

Most people can’t (shouldn’t) even be buying those cars (looking at you people with $700 car payments and no savings).

Adding things like dash cameras will only continue to raise the prices of cars when most people can’t even afford them as it is.

I don’t know, it’s one more feature that will break. As the technology advances you’re stuck with an outdated one. That’s why aftermarket dash cam technology is so much better. People who want the technology can buy it and those who don’t want it go on about their lives.
