Why is 1000mbps internet only guaranteed at 900mbps and what’s the equipment needed to get the 1000mbps advertised?

One reason is because of how they measure it and network limitations.

Lets start by lightly explaining data over-head, data is sent in packets of data and these packets have data added to them explaining among other things what it is and where its going. This means to transfer a 1000KB file you may actually transfer 1050-1100KB of raw data.

Internet Service providers know a customer wouldn’t be happy when they order a 100Mbps service but never get above 90-95Mbps which again is due to the over-head, so sometimes they provide slightly more then the stated service to compensate for the overhead so you still get 100Mbps net (after over-head). But when you order a service that’s 1000Mbps we hit a problem, almost every home network caps at 1000Mbps which after overhead brings you down to 900-950Mbps and because we hit this limit the service provider cant provide a slightly improved speed to compensate.
