Why is 1000mbps internet only guaranteed at 900mbps and what’s the equipment needed to get the 1000mbps advertised?

I lived in Germany in the 2005 lived there for 4yrs. They guaranteed set data rates and they delivered. This included wifi.
So when I’m the US and they say they can’t guarantee it, I call them liars.
