There is a chemical reaction that occurs between the fluoride in your toothpaste and the calcium in your teeth. The reaction is somewhat slow, and it takes time for it to occur to a worthwhile extent. Brushing for a sustained period makes sure the fluoride has a chance to do its job instead of just being rinsed out right away.
