A single frozen steak doesn’t have much in the way of long, solid, continuous pieces of ice. The ice lattice is broken up by the cell membranes, connective tissues, etc. The two steaks frozen together, on the other hand, are held together by a single large, sturdy piece of ice which is much more difficult to break apart.
