Cold water can be cloudy, too. It depends on how much oxygen is disoleved in the warer. Hot water’s higher temperature makes it easier for that dissolved oxygen to escape.

All of the water from your tao has dissolved gases in it. Gasses dissolving in water works differently than solids dissolving in water. The amount of salt you can dissolve in water increases as the temperature of the water increases, however the amount of gas that can dissolve in water decreases as the temperature goes up. So is cold water enters from the pipes and into your water heater, it is heated up and some of this gas that is dissolved wants to come out of solution. The water in your water heater is kept under pressure though, just like a soda can, forcing the gas to stay dissolved in the water. It is not until this hot water reaches your tap, and the pressure is released, that the gas can finally start coming out of solution. This is just like when you open a soda can and release the pressure on the soda. In both instances, as soon as you release the pressure, the access gas that was dissolved starts coming out of solution by forming bubbles
