Why is ebastine (anti-allergy relief similar to Loratadine not approved by the FDA in the US?

I used to take ebastine as allergy relief when I was in Europe. However, now that I’m in America, I can only find Loratadine, which seems to be the closest drug to ebastine. I’ve seen research articles mention that ebastine is slightly more effective and less drowsy compared to Loratadine. Could someone explain why it isn’t approved by the FDA yet?
