why is hold music scratchy?

When you are on hold for some businesses and they are playing music, why does the music cut or fade in/out, and sound scratchy? Like old radio interference?

Telephone lines, and now more often Voice Over IP, uses compression which cuts out the high and low frequencies. In terms of understanding human speech it makes little difference, we tend not to suddenly make very high pitched sounds or emit low bass notes, but for music it’s awful. The result is the sonic equivalent of seeing big chunky pixels on your screen when compression artifacts show up.

Because they have no reason to update those systems. They aren’t going to put money into make it a better sounding system when the only reason it is there is to let the customer know that you are still connected to them and they didn’t just hang up on you.
