Wet lips connect better with the instrument. With dry lips some of the air you blow in has cracks to escape the instrument without making sound, increasing the amount of effort you need to put in to get the same sound.

It’s harder to move your lips when they are dry. It causes some pain, but it also can be restricting for the skin of your lips. Personally, I play flute. Having to maintain control of the shape of your mouth as you blow is much easier with moisturized lips and mouth. I’m sure there is a more scientific answer, but that is my personal experience. I know wind instruments with reeds… The reed needs to be wet to produce the vibration that create the notes from the air pushed through. Again, much easier to do with moist, hydrated lips and mouth.

Try to make a good sounding fart with dry cheeks.
Then repeat, but this time with wet cheeks.
This is your answer then
