Why is it illegal to collect rainwater in some places? It doesn’t make sense to me

In the case of rainwater collections, trickle down “economics” actually works. If you collect too much, the guy downstream of you suffers. We need the water to trickle down to everyone in appropriate quantities so we don’t disrupt too many ecosystems.
If you collect your own water in a bucket or barrel. How on earth would the government tax you for it? That is the main reason for it
