Why is it not possible to use wifi (5 Ghz?) at very low power settings in the West Virginia National Radio Quiet Zone? Could a home be shielded to permit interior use but block interference to the radiotelescopes?

The radio telescope recievers are sensitive enough to detect signals from across half the universe. So unless you live in an underground bunker, can you ensure your house genuinely is securely insulated?
